The Programme is inspired by the French Tibi Initiative, initiated by Professor Philippe Tibi, adviser to the French government, which triggered a wave of institutional investments in domestic VC and growth equity funds. The Polish version builds on this model, adapting it to local conditions and to the role of development institutions within our financial system.

How does the programme work?
The funds are repayable
Investments are structured to generate returns, after which the capital flows back to investors and can be reinvested in new ventures. In this way, the programme creates a lasting multiplier effect and long-term development leverage.
Capital from the Programme is allocated to investment funds that:
- operate on market terms,
- invest their own resources and those of other investors alongside funds from the Programme,
- independently select projects and bear full responsibility for investment performance.
This ensures that the investment process is effective, transparent and aligned with market logic.
